Most state health departments do no allow this, so be sure to check first. The best bet is to call individual moving companies and ask if they have any to sell. Sometimes they will have old ones, and some companies might sell, but for the most part they use them until they are no good anymore.
There are a number of places to buy new ones. Here's one site that sells moving blankets.

I've found it best to look at a good moving blankets guide first before you spend any money. It helped me make a good informed decision before I spent/wasted any money. In some cases you won't even need to buy one, but can simply use blankets from your house.
