Is is industry practice to charge customers for time it takes van to get to house to start move, and vice-versa (that is, after van leaves new house at end of day, time it takes to get van with movers back to home location) for a local move?

For local moves your time starts from the moment movers come to your door and ends when they leave your second location.
It is however an indusrty standard to add one hour to that time to compensate for the travel from and to the office. Its called "1 hour Travel Time".
