Order for Service

Once I sign the "Order for Service" does this means I am obligated to the binding-not-to-exceed contract? Thank you

First of all, both you and the mover should sign the "Order for Service", and it is done on the day of the move.

This document serves you as a consumer, and it protects you by spelling out the agreement between you and your mover regarding the dates the shipment will be loaded and delivered, the estimated cost (or a flat price negotiated prior to that), and (if you are moving to a different state) the fact that the mover can only collect 110% of the estimate at the time of delivery (in case you have an open price agreement).

Basically, the one who is obligated to the binding price is first of all the mover. This has to do with the nature of the moving business, since once your belongings are loaded on the truck you have no leverage over the mover in the future conflicts (after all, de-facto they hold your belongings hostage until its unloaded at your location).

So by all means sign the "Order for Service" and make sure the foreman does so too. I would also recommend you to read about the various important documents that you need to receive from the mover on the day of the move.
